I would like to know, if this symbol is well-known outside of Germany?

I'm asking for a friend, who told me, the symbol wouldn't be known in foreign coutries.

The symbol "three black circles on a yellow background circle" means that the person wearing it is visually impaired or blind.

My problem was: the picture shows (for me a kind of) eggs instead of circles and a weird yellow and even cut the background on the side of the eggs (while i only know it completely surrounded by yellow).
