I'm asking for a friend, who told me, the symbol wouldn't be known in foreign coutries.

@fasnix In NL, I voted yes, and it depends. The 3 black dots symbol has a meaning, and I don't know if it carries over cleanly to three block dots on a yellow background
@fasnix In my little world, three black dots like that means that I'm getting a migraine. I didn't know Germany cared that much about my comfort. Danke!
@fasnix interesting. I hadn't noticed before but I can't say that I've ever noticed it in the US while it was common in Germany.
@fasnix I have encountered this in Germany. Before that, I had never seen it, and did not know the meaning. Since leaving there, I have not again seen it.
@fasnix Do you mean three black dots on a specifically yellow background, or just the arrangement of dots, regardless of colour?
If the colour is unimportant then I mistakenly selected "no" assuming that this was some kind of official sign.

Yes - I recognise it as something (assuming as noted by someone else that it's three dots in this configuration that is intended rather than the yellow/black image), although I don't know if that's what you interpret it to be. From UK. I would not expect many people to recognise it as what I understand it to mean.

Of course I'll not because living in Germany is the rule you set and I'm assimilating / einbürgering by following rules as though they're a religion =P

Same here. I didn't vote no, because i'm living in Germany (for more than 20 years now) but I have really no idea what it should be and have it never seen. (Something different with real circles and a different yellow, but definitely not in this "yellow" and never cropped like this.)
As the tendency is quite clear, I tell you, what this symbol stands for (in Germany), before the poll will end:
It's not about this exact yellow color.
If you see a person wearing some kind of "bracelet" or a band around its upper arm, that shows a yellow circle that contains three black circles, it means that the person is visually impaired or blind.
There can be situations where this information getting upfront is helpful, for both the person showing its impairment as well as other persons interacting with them.
So, it seems that this symbol is quite unknow in large parts of the world.
As far as I know, the German Association for the Blind is in talks with the EU to spread information about its usage.
Update:
A blind friend I talked about this symbol stated that it's usage is
frowned upon as it recognizes them of the marking of disabled persons in the Third Reich (World War II).
That's why many blind people do NOT wear this symbol.

@fasnix I only recognize this as the mathematical "because" symbol. The other way up it means "therefore." I've certainly never come across it in the context of disability, so that's new to me.

The symbol "three black circles on a yellow background circle" means that the person wearing it is visually impaired or blind.

My problem was: the picture shows (for me a kind of) eggs instead of circles and a weird yellow and even cut the background on the side of the eggs (while i only know it completely surrounded by yellow).
