I would like to know, if this symbol is well-known outside of Germany?

I'm asking for a friend, who told me, the symbol wouldn't be known in foreign coutries.

Of course I'll not because living in Germany is the rule you set and I'm assimilating / einbürgering by following rules as though they're a religion =P

Same here. I didn't vote no, because i'm living in Germany (for more than 20 years now) but I have really no idea what it should be and have it never seen. (Something different with real circles and a different yellow, but definitely not in this "yellow" and never cropped like this.)
